Innovative Game collector network

I am looking to collect a series of innovative games that are rare and can be run on various systems. I have an atari, a sega CD and a dreamcast. I hear that many people can actually program thier own games and then put them on a CD and play them on the game system. I have played a whole lot of video games in my short 15 years of life but I want to play more stuff that I cant find here in oklahoma. It gets very bornig here and I would like to play something made by a japanese kid or something really cool.
